China first introduced the concept of "urban construction" in January 2012 with the issuance of the "Notice from the State Council on Printing and Distributing the Industrial Transformation and Upgrading Plan (2011–2015)." In March 2014, the Central Committee of the Communist Party of China and the State Council jointly released the "National New Urbanization Plan (2014–2020)," which emphasized leveraging next-generation information technologies such as big data, cloud computing, and the Internet of Things to drive smart city development. This marked the first time that smart city construction was incorporated into the country's national strategic planning, with an ambitious goal of establishing a group of distinctive, model smart cities by 2020.

 

With the rapid advancement of the information age and the increasing maturity of big data technologies and various information communication technologies, we are witnessing new transformations in smart city development. Smart city construction has triggered an explosive growth in data—data information now resembles thriving vines, brimming with vitality and permeating every aspect of urban development, including transportation, healthcare, education, and more. Data integration and resource sharing have already become the dominant trend. The core approach to building smart cities today involves categorizing, analyzing, and consolidating data—and then applying these insights to urban planning and infrastructure development, ultimately enabling cities to operate "intelligently."

 

Smart city development relies heavily on the construction of urban infrastructure, but as smart city initiatives deepen, they have also highlighted the issue of "prioritizing hardware over software." Challenges such as the relatively limited application of big data, insufficient sharing of information resources, and difficulties in integrating and collaborating across industries with big data are increasingly hindering the progress of smart city development.

 

Smart cities represent the next stage in the urbanization process, and the advancement of information and communication technologies will be paramount. As a crucial IT tool for building smart cities, a mature data fusion system signifies a new level of urban informatization—and embodies the vision for modern urban development.
